CPSR — Cosmetic Product Safety Report
CPSR preparation under Regulation (EC) No 1223/2009. Toxicological assessment, risk analysis, and the full documentation set required for the EU market.
What a CPSR includes
The CPSR (Cosmetic Product Safety Report) is a mandatory document for every cosmetic product placed on the EU market. It consists of two parts: the ingredient safety assessment (Part A) and the qualified Safety Assessor's conclusion (Part B).
Part A — Safety Information
Quantitative and qualitative composition, physical and chemical characteristics, microbiological profile, toxicological profile of ingredients, and interactions between components.
Part B — Safety Assessment
A qualified Safety Assessor's conclusion on the safety of the product, its compliance with Regulation (EC) No 1223/2009, and the supporting documentary evidence.
How we work on a CPSR
Information gathering
We collect the full formulation, ingredient specifications, test results, and technical data.
Risk analysis
Toxicological assessment of each ingredient, Margin of Safety (MoS) calculation, and review against SCCS opinions.
Report drafting
Preparation of Part A and Part B in line with the requirements of Regulation (EC) No 1223/2009.
Final review
Review and sign-off by a qualified Safety Assessor, with the file ready for CPNP notification.
